    The Government of Alberta (GoA) FOIP Training Program is recognized as an essential resource for the FOIP community, however due to the following reasons the FOIP Training courses have been cancelled for Spring 2019. 
    • As many of you are aware, the GoA underwent a transformation of service delivery for its internal FOIP Services over the past year, with impact to all areas.
    • While operations and the provision of these internal services have continued, there are many changes that are still unfolding, making it a challenging time in general.
    • Additionally, the need for a refresh and update of the courses has been raised repeatedly and it is becoming difficult to minimally deliver courses that may only adequately support your public bodies’ needs.

    In light of these factors, it is no longer viable to continue down this path and we are pushing pause so we can reset and return with improved training and support for all public bodies in Alberta.

    This means the courses, including the General Awareness, Introduction and Privacy, Access to Information, and Managing a FOIP Program, in all capacities, including Instructor-Led or On-site training are being cancelled until further notice. 

    We are working to determine how to best replace this support for Alberta’s public bodies and want to make sure it will be of true benefit and value to you. We will endeavour to consult through the FOIP Networks/ Communities of Practice meetings which are also in redevelopment and to which you should be members. In the interim, we will endeavour to continue the provision of online telephone support to your public bodies through the provincial FOIP-PIPA Help Desk at 780-427-5848.

    Following the review of the Local Authorities Election Act (LAEA), and the public consultation held from June 20 to July 31, 2018, a suite of policy amendments were drafted based upon feedback received during the consultation process. As a result, amendments to the LAEA were tabled in the legislature on November 5, 2018, and received Royal Assent on December 11, 2018.

    Amendments to the LAEA came into force on January 1, 2019, with the exception of Part 9, which relates to the expansion of the Alberta Election Commissioner’s role in local elections. Part 9 will come into force on August 1, 2019.

    In order to assist you in applying the new legislation, Municipal Affairs is pleased to provide you with a number of fact sheets, frequently asked questions, and an LAEA implementation checklist.

    The next provincial election is legislated to occur between February 1, 2019 and May 31, 2019.  The most recent amendments to the Election Finance and Contributions Disclosure Act included provisions that strengthened prohibitions on government activity during the 28-day election period.  These changes limit how government may interact with the public and stakeholders during the 28-day election period, unless the activity meets certain criteria, such as is required by law, or is related to public health and/or safety requirements.

    These changes will likely affect the way Municipal Affairs is able to engage with you during the election period.  For that 28-day period, routine business – such as answering calls and emails, and participation in conferences as delegates – will continue; however, other activities will not be allowed.  

    In practical terms, this means that ministry staff will not be able to participate, other than as delegates, in conventions if the convention takes place during the election period.  It also means that activities such as external meetings with stakeholders will not be scheduled during the election period, and any previously scheduled meetings will be cancelled if they happen to fall within the election period.

    A short list of other ministry activities that will not take place during an election period includes:

    • Active participation, including presentations, at conferences
    • Event sponsorship
    • Presenting at council meetings
    • Hosting or participating in public open houses
    • Sending out mass emails
    • Issuing news releases
    • Announcing grant programs or recipients
    • Updating our website

    The Western Cities HR Conference brings together municipal and public sector Human Resource Professionals from all over Western Canada. The Western Cities group has a long-standing history of connecting - starting out as an informal annual meeting of Compensation and Labour Relations professionals, morphing into a full conference several decades ago.     The email address you register with must match the email address we have on file for your membership and your current 2019 membership fees must be paid to access the membership rate for the conference.

    If your email address is correct, login to your profile and check that your membership is paid.
